Could you tell me where I might find someone who could design a Mood Ring for me?

Good question. I don't know who would allow you to custom design your own Mood Ring. I've never heard of such a thing.
I did a search online (as I assume you did also) and found nothing.
The main ingredient Liquid Crystal may be the thing holding most people and Jewelers back from taking on this venture.
The only advice I can give you is to email or write to Mood Ring Manufacturers directly (You'll have to do a search online for them, and that won't be easy either) and see if they will custom design. I doubt it, but you never know.
Just be prepared that if they do allow you to make your own, it won't be cheap!
